There are two position papers on Seasteading:

This paper proposed an inexpensive method of building a seastead out of 2 liter beverage bottles; not very robost technology in retrospect.

Getting Serious About Seasteading

This paper proposes a much more robots seastead using ferroconcrete the principle construction material. (This one is very much a work in progress.)
